Common Commercial Invoice Errors That Delay Shipments

The commercial invoice is the most important customs document in international trade. It establishes the value, classification, and origin of the goods. Get it right, and the rest of the documentation usually falls into line. Get it wrong, and every other document inherits the error.

Across customs hold data from major freight forwarders, commercial invoice errors are involved in 47% of customs queries, more than all other document errors combined.

Error 1: Vague goods descriptions

'Equipment'. 'Goods'. 'Spare parts'. 'Items as per order'. These descriptions are useless to customs. The officer reading the invoice cannot determine whether the goods qualify for the declared HS code, the declared origin, or the declared value. The result: examination.

Good descriptions are specific enough to allow classification on their own. 'Stainless steel ball bearings, 30mm outer diameter, deep groove, sealed' is a good description. 'Bearings' is not.


Error 2: Missing or incorrect HS codes

Many exporters either omit HS codes entirely or use the wrong level of code (6-digit international when the destination requires 8 or 10 digits). The exporter should provide the destination country's national-level HS code.


Error 3: Wrong or missing Incoterm

The Incoterm determines where risk and cost transfer between buyer and seller, and therefore where customs value is established. An invoice marked simply 'CIF' is incomplete (CIF needs a named destination port). 'CIF Sydney' is correct; 'CIF' alone is not. Use ICC Incoterms 2020 only.


Error 4: Value discrepancies between documents

The commercial invoice value must match the value in the packing list, the BoL, and any L/C documents. Discrepancies, even small ones, even attributable to rounding, trigger customs queries.



Error 5: Missing or incorrect customs identifiers

EU imports require the importer's EORI number on the invoice. US imports require the importer's EIN. UK imports require the EORI. Australian imports use ABN. Missing identifiers don't always cause a hold, but they invariably cause processing delays.


Error 6: Wrong or missing country of origin

Origin is not the same as shipment country. 'Made in Vietnam' and 'Shipped from Vietnam' can be different things. For FTA preferential rate claims, the origin statement on the invoice should match the Certificate of Origin exactly.


Error 7: Inconsistent units of measure

'12 pieces' on the commercial invoice, '12 units' on the packing list, '12 each' on the BoL, these are technically the same but auditors increasingly flag the inconsistency. Stick to one unit per product line across all documents.

The compounding effect

Commercial invoice errors don't fail alone. They cascade. A vague goods description triggers an HS code query from customs. The query requires a more detailed product description, which must be cross-checked against the packing list. The cross-check reveals a value discrepancy. The value discrepancy invites a valuation challenge.

A machinery exporter shipping to the US used the goods description 'industrial pump assemblies' on commercial invoices for three years. A CBP review classified them under HTS 8413.50 (reciprocating pumps) at 0% duty. A subsequent CBP audit reclassified them to HTS 8413.91 (parts of pumps) at 1.4%, applicable to all entries in the prior three years.


The retroactive duty: USD 67,200. The penalty for inadequate description: USD 16,800. Total: USD 84,000. The root cause: a goods description so generic it allowed two valid classifications, and the lower-duty one had been applied by default.
